ANALYSIS OF THE INFLUENCE OF INNOVATIVE CITIES ON SOCIAL AND ECONOMIC DEVELOPMENT IN THE CONDITIONS OF DIGITALIZATION OF THE ECONOMY
Abstract
The purpose of the article is to substantiate the impact of smart cities on social and economic development in the conditions of active use of information and communication technologies. Methodology of research. The use of scientific methods, such as analysis and synthesis, abstraction, generalization, grouping, made it possible to realize the research goal. Findings. The main characteristics of a "smart city" according to the European model are highlighted, including: smart residents, smart economy, mobility, smart lifestyle, smart management, smart attitude to the environment. From the point of view of the practical implementation of the concept of building a "smart" city, J. Forrester's simulation model is singled out, which is an analytical description of the functioning of a typical American city with its inherent problems and management using information technologies. At the same time, the structure of the model includes a set of isolated variables that describe the features of development, stagnation and revival of cities. Summarizing theoretical research and practical experience, the directions of influence of the degree of "smartness" of the city on key aspects of life activities are determined; business, residents and community, resource management, job creation and economic growth. At the same time as a positive impact, some negative aspects are highlighted, namely: increasing the level of dependence on the development of technology can create certain problematic issues for business, which are defined as violations of confidentiality and privacy. At the same time, some enterprises lack the experience and skills necessary for effective use of opportunities provided by the "smart city". It is substantiated that the advantages for local business entities are provided through the expansion of access to services and the growth of the quality of their provision, as well as a favorable regulatory and legal environment. Practical value. Determining the influence of smart cities on social and economic development in conditions of active use of information and communication technologies will allow to improve strategies for the development of cities, taking into account the degree of their "intelligence".
