THE ROLE OF THE BUDGET IN SOCIAL INVESTMENT AND CREATION OF PRECONDITIONS FOR THE DEVELOPMENT OF ENTREPRENEURSHIP IN UKRAINE.
Abstract
The purpose of the article is to study the role of state and local budgets in ensuring the effective functioning of the social protection system and stimulating the development of entrepreneurial activity, as well as to substantiate the directions for improving the budget mechanism in the conditions of modern socio-economic transformations. Research methodology. To achieve the goal, the methods of scientific abstraction, generalization, systemic and graphical analysis were used.. Results. The article analyzes the role of state and local budgets in ensuring social protection of the population and stimulating the development of entrepreneurial activity. The features of the formation and use of budget resources in modern conditions of socio-economic transformations are identified, and the probtilemac aspects associated with the predominance of current social expenditures and the insufficient level of investment orientation of budgetary policy are outlined. Directions for the development of social investment are proposed through increasing the efficiency of budget programs, partnership with the public sector in the provision of social services, and improvement of budget mechanisms for supporting entrepreneurship. Practical significance of research results. The implementation of the proposed theoretical provisions and practical recommendations in the field of budget policy will create the prerequisites for improving the level and quality of life of the population, strengthening the effectiveness of the social protection system, as well as ensuring balanced and sustainable socio-economic development of Ukraine.
