HUMAN CAPITAL MANAGEMENT AS A FACTOR OF INNOVATIVE DEVELOPMENT OF ENTERPRISES IN CLUSTER SYSTEMS
Abstract
The purpose of the study is to identify the fundamental principles of human capital management in cluster systems and to determine promising directions for its improvement in order to ensure the innovative development of enterprises participating in a cluster. Methodology of research. The study employs methods of logical generalization, classification, monitoring of online resources of Ukrainian clusters, and a terminological approach to clarify the content of specific concepts. Findings. The article examines the theoretical foundations of human capital management in cluster systems as a key factor in the innovative development of enterprises. The essence of cluster human capital has been substantiated as an integrated resource that evolves through the interaction of cluster participants and is characterized by synergy, an innovation-oriented nature, and dependence on the level of social capital generated within the cluster. The specific features of human capital management in cluster systems have been identified, particularly the combination of individual efforts of enterprises with the opportunities provided by network interaction. The practices of human capital management in Ukrainian clusters have been generalized. Instruments of both direct and indirect influence on human capital development have been distinguished. It is established that a significant role is played by measures aimed at developing professional competencies, educational initiatives, fostering communication among participants, and supporting their economic activity. Key directions for improving human capital management have been substantiated, including the development of industry–education partnerships, intra-cluster mobility and knowledge exchange, as well as the digitalization of HR-processes. It is confirmed that effective human capital management is a crucial factor in the innovative development of enterprises participating in clusters. Practical value. The results can be used by the management of cluster systems to develop human capital development strategies, taking into account the needs of innovative development of cluster member enterprises.
