MANAGEMENT OF INFORMATION-COMMUNICATION SUPPORT FOR CLUSTER-BASED SUPPORT OF SMALL AND MEDIUM-SIZED ENTERPRISES IN THE CONTEXT OF THE DIGITAL TRANSFORMATION OF THE ECONOMY
Abstract
Purpose of the article. To examine the theoretical foundations and practical aspects of information and communication support for cluster policies aimed at supporting small and medium-sized enterprises (SMEs) in the context of digital transformation. Research methodology. The study applies methods of theoretical generalization, analysis and synthesis to justify the role of digital infrastructure in ensuring effective cluster interaction, as well as a comparative analysis of the current state of the information and communication environment of clusters. Results. It is substantiated that effective cluster interaction depends on the development of modern digital infrastructure that ensures data exchange, access to knowledge, analytical support, and coordination among stakeholders. The fragmented nature of the cluster information environment in Ukraine is identified, including the absence of a unified national cluster register, standardized data processing methods, and integrated digital platforms. Key challenges include weak inter-institutional coordination, insufficient implementation of ICT solutions, limited digital literacy, and lack of consistent government support. The need to develop an open digital ecosystem and strengthen public-private partnerships is emphasized. International experience with national cluster platforms integrating educational, analytical, financial, and innovation components is analyzed. Practical significance of the research results. The study proposes the creation of an interactive digital platform with open access to regulatory frameworks, cluster registries, online training modules, knowledge management tools, and analytics. These measures are aimed at improving cluster policy effectiveness, supporting SME development, and enhancing the resilience of cluster structures to external challenges.
