INNOVATIVE TRANSFORMATION OF HRM IN CONSTRUCTION ENTERPRISES IN THE CONTEXT OF SUSTAINABLE DEVELOPMENT AND WARTIME CHALLENGES
Abstract
The article examines the innovative transformation of human resource management (HRM) systems in construction enterprises as a key driver of their sustainable development amid wartime challenges and the post war reconstruction of Ukraine. The relevance of the study is determined by the unprecedented escalation of risks, shortages of qualified personnel, shifts in organizational work models, and the urgent need for the construction sector to adapt to new operational conditions shaped by wartime disruptions and post war economic transformation. The purpose of the article is to substantiate the role of innovative HRM approaches in strengthening the resilience of construction enterprises and to identify strategic directions for modernizing human capital management within the framework of sustainable development. The methodological basis of the research includes general scientific methods of analysis and synthesis, systems and structural functional approaches, as well as a synthesis of contemporary concepts of strategic, adaptive, and innovative HR management developed by domestic and international scholars. The article outlines theoretical approaches to interpreting innovative HRM transformation in the construction sector, identifies key workforce related challenges caused by military actions, migration processes, and infrastructure destruction, and demonstrates the relationship between HR process innovation and the ability of enterprises to maintain resilience, productivity, and competitiveness. The study proves that the application of advanced HR technologies, flexible personnel management models, and modern human capital development practices enhances the organizational resilience of construction enterprises, strengthens their ability to respond to crises, and builds a foundation for effective participation in Ukraine’s post war reconstruction. The practical significance of the findings lies in the development of a system of strategic directions for the innovative transformation of HRM in construction enterprises aimed at increasing adaptability, building human capital, minimizing workforce risks, and supporting the sustainable development of the industry amid prolonged challenges and structural changes.
