MECHANISMS FOR ATTRACTING INVESTMENT IN HIGH-TECH BUSINESS UNDER A MOBILIZATION ECONOMY
Abstract
The article is devoted to a comparative analysis of foreign experience in attracting investments in high-tech business and the formation of innovative models of development of Ukraine on this basis. The purpose of the study is to determine effective tools and directions for activating investment processes in the high-tech sector in the conditions of military transformation of the economy and to substantiate the prospects for their improvement. Methodology of research. In the course of the scientific study, general scientific methods of cognition were used, in particular analysis, synthesis, comparison, generalization, induction, deduction and a systematic approach. The results of the study recorded a growing influence on the formation of gross domestic product at the expense of the high-tech sector. It is shown that despite positive trends, the share of high-tech business in Ukraine remains lower compared to developed countries. A comparative analysis of international experience was conducted and it was determined that in the leading countries of the world, investments are concentrated in knowledge-intensive industries due to active state policy, the development of partnerships with transnational corporations and the creation of a favorable innovation environment. At the same time, it was established that a specific model of investment attraction has been formed in Ukraine, which is based on special mechanisms, among which the development of military technologies receiving priority funding, venture investment, reinvestment of profits, as well as grant and international financing are of key importance. It is shown that these tools ensure the activation of entrepreneurial activity and stimulate the development of innovations even in the conditions of a war economy. It is substantiated that the formation of an effective innovation model for the development of Ukraine should be carried out taking into account the best foreign practices, in particular in the field of state support for high-tech industries, the creation of a favorable investment climate and the stimulation of technological development, while adapting them to national conditions and modern challenges. The practical significance of the study lies in the possibility of using the proposed approaches and conclusions for the formation of state investment policy and the development of strategies for the development of the high-tech sector of the economy of Ukraine.
