THE ROLE OF STATE SUPPORT IN THE DEVELOPMENT OF THE DAIRY INDUSTRY
Abstract
The dairy industry is an important component of Ukraine's agricultural sector, playing a significant role in ensuring food security, rural development and building the country's export potential. However, in the context of globalization, growing competition and geopolitical challenges, the sector faces a number of challenges. These include high production costs, the need to adapt to international standards, limited access to finance, and unstable market conditions, which require urgent measures to improve the situation. The purpose of the study is to examine the role of state support as a key factor in the development of the dairy industry, which contributes to modernization, product quality and export opportunities. The study also aims to identify the most effective support mechanisms that can be implemented to improve the competitiveness of Ukrainian producers in the international market. The research methodology includes an analysis of the main instruments of state regulation, such as financial subsidies, tax incentives, compensation for certification costs, grant programs for technological upgrades, export support, and development of logistics infrastructure. Statistical data, analytical materials, and results of surveys of entrepreneurs are used to provide a comprehensive view of the situation in the industry. The results of the study show that effective government policy can significantly affect the stability and growth of the dairy sector. The article also analyzes the mechanisms of state support and their impact on the competitiveness of Ukrainian dairy products. It is found that insufficient integration into international markets and lack of innovative approaches are serious obstacles to the development of the industry. The practical significance of the study results lies in recommendations for optimizing state policy, increasing investment in enterprise modernization, expanding support programs for small and medium-sized producers, and strengthening the export strategy. Proposed measures may include the creation of information platforms for the exchange of experience, attraction of foreign investment, and the formation of partnerships between the state and the private sector. These recommendations can be useful for government agencies, agricultural associations, dairy enterprises, and investors, contributing to the sustainable development of this important sector and increasing its competitiveness on the global stage.
