The work of scientists on the topic of small business is analyzed. Theoretical approaches to understanding the category of small business are analyzed and systematized. The criteria for classifying a business entity as small business in Ukraine and foreign countries are studied. In the latter, small business is represented by individual entrepreneurs who manage small and micro-enterprises, conduct business with their own funds, bear personal responsibility for all their property, and satisfy consumer needs for goods and services in local markets. It is substantiated that, along with the economic component, the social component is also important. This is due to its features: responsibility to the state - compliance with legislation, tax payments, compliance with the norms of economic activity; mass - job creation, increasing the level of employment in the region; formation of the middle class; formation of a competitive environment; innovation; reduction of social tension. Small entrepreneurship in the socio-economic system is considered. It is substantiated that small enterprises come into contact with numerous objects of economic activity, creating stable connections between them. These interconnected elements form a single whole, interact with the environment and with each other. The functions of small business have been analyzed, systematized, and supplemented, which more fully reveal the essence of entrepreneurship, namely: general economic, economic organizational, system-forming, social, institutional, development of the competitive environment, generation of entrepreneurial potential. It is determined that cost optimization is a strategic tool for ensuring financial stability, profitability, and competitiveness of businesses. Methods of cost optimization are classified into organizational, technological, and financial directions. Changes in the cost structure of enterprises across various industries are analyzed. Under war conditions, expenses for security, energy autonomy, and relocation of personnel and equipment have significantly increased. Ukrainian businesses are actively implementing digital tools such as CRM, ERP systems, and online sales, which contribute to process automation and reduction of operational costs. Flexible budgeting, including rolling forecasts and zero-based budgeting, has become a key approach to financial management amid uncertainty. Outsourcing and outstaffing have found broad application for optimizing personnel costs and maintaining flexibility. Enterprises implement cost controlling systems in real time, allowing for prompt managerial decisions based on up-to-date data. Collaborations between companies, including shared use of warehouses and transportation, help reduce infrastructure costs. Training employees to perform multiple functions and implementing lean manufacturing principles help eliminate resource and time losses. The introduction of alternative energy sources provides enterprises with resilience to power supply interruptions and reduces long-term expenses. It is established that enterprises are forced to focus on the most profitable products and optimize logistics routes using modern technologies. It is revealed that adaptation to military and economic challenges has become a driver of innovation and effective cost management in Ukrainian business. This study substantiates the economic and organizational feasibility of large-scale digital recruitment adoption in Ukrainian industrial enterprises, where fierce competition, cyclical labour demand and geographically dispersed production sites require ultra-fast yet high-quality talent acquisition. Methodology. The research combines a definitional analysis of digital recruitment, chatbot recruiting, gamified assessment and ATS concepts; functional systematization of current HR technologies; and a comparative evaluation of their economic-organizational performance through time-to-fill, cost-per-hire, quality-of-hire and candidate experience metrics. The empirical corpus comprises a content analysis of 35 domestic and international scholarly sources, case studies of four machine-building plants and three metallurgical works, and an expert survey of 48 HR managers. Findings. Chatbots reduce the labour intensity of initial screening by 68 % and average time-to-hire by 32 %. ATS solutions integrated with ERP modules cut vacancy administration costs by 22–27 %. Gamified assessment platforms raise the candidate-to-job match coefficient to 0.81 (vs 0.63 under traditional schemes) and improve the Net Promoter Score by 18 points. The aggregate economic effect, calculated via discounted cash-flow modelling, reaches UAH 1.84 million in the first year after full recruitment digitalization. Organizational benefits include HR process standardization, decision-making transparency and a strategic re-orientation of HR departments. Conclusions. Digital recruitment generates a sustainable competitive advantage for industrial companies by simultaneously minimising expenditure, accelerating staffing and enhancing hire quality. Methodology: definitions of key concepts are clarified and a review of current scientific publications (Ukrainian and international) on the topic is conducted; a comparative and systems analysis of modern digital HR models is applied, along with generalization of practical cases of HR-tech implementation. Findings: the essence of «algorithmic grading» (digitalized evaluation and classification of positions and employees via algorithms) and «talent management» (strategic talent management) is revealed. Modern approaches to personnel management based on digital grading technologies and HR analytics are analyzed, and the role of talent management in forming an enterprise’s intellectual capital is shown. The interconnection and complementarity between algorithmic grading and talent management are established: algorithmic grading systems provide objective evaluation and transparent compensation, which enhances motivation and retention of talents, while talent management is aimed at developing and realizing the potential of these employees in line with the enterprise’s strategic goals. Examples and opportunities for implementing such approaches in Ukrainian companies under conditions of digitalization and remote work are provided. Conclusions: integrating algorithmic grading with systematic talent management is expedient and necessary for increasing HR management effectiveness. The study applies a set of time series filtering techniques – Hodrick–Prescott, Butterworth, and Christiano-Fitzgerald filters – to decompose the dynamics of renewable electricity generation into trend and cyclical components using annual data from 2000 to 2022. The HP filter outlines long-term growth, while the BW filter reveals high-frequency fluctuations associated with short-term shocks such as financial crises, war, and the COVID-19 pandemic. The CF filter, which is particularly effective with short samples, identifies structural shifts in the share of renewables in electricity generation and shows a strong correlation (K = 0.8378) with energy efficiency indicators. The analysis confirms the presence of pronounced business cycles in the renewable energy sector and highlights the necessity of adaptive governance sensitive to phase changes. Based on the results, the authors propose a strategic framework for anti-cyclical policy support, including mechanisms like Contracts for Difference, local project stimulation, digital monitoring platforms, and integration with energy efficiency programs. Special attention is given to the resilience and decentralization potential of renewables, particularly in post-war recovery scenarios. Research methodology. The achievement of the goal stated in the article was implemented using a complex of general scientific and special research methods, namely scientific abstraction, analysis and synthesis, functional and systemic analysis, induction and deduction, argumentation, historical-logical method, evaluation, grouping, tabular and graphical analysis, comparative analysis, system-structural method, logical generalization method. Results. The place of budgetary and investment potential in the formation of the financial potential of the Poltava region was determined; a study of the financial potential of households and enterprises as components of the financial potential of the region's development was conducted and the sources of the formation of financial potential for the recovery of the Poltava region were considered. It is argued that the budgetary and investment component of the financial potential of the region play an important role in the development of the region. It was determined that the regional budget revenues as a source of filling the budget potential of the region have a tendency to grow and are formed from tax revenues to the budget. The study of investment potential determined the negative impact of the pandemic and the economic crisis associated with the war on its formation. A significant reduction in the volume of foreign direct investment in the economy of the Poltava region was recorded. The industrial sector continues to attract the greatest interest of investors, namely the mining industry and quarry development. The financial potential of households and enterprises as an important factor in assessing the ability of regions to recover and develop demonstrates steady growth. The practical significance of the research results. Results. The article analyzes factors influencing the formation of economic development challenges under the negative impact of war and dynamic shifts in both internal and global environments. The study of the number of taxpayers in the tourism sector and tax revenues from their activities allowed us to identify positive trends in the tourism market of Ukraine in recent years. Changes in the structure of tourist demand by direction (inbound, outbound and domestic) and types of tourism in the conditions of martial law in the country were analyzed. This allowed us to identify the main factors that influenced the consumption of tourist services. The directions of development of the tourism market of Ukraine in the post-war period were outlined. Promising types of tourism were characterized. Attention was focused on the current economic, informational and animation aspects of consumer service by tourism entities. This will help to increase the efficiency of the development and sale of tourist products. The key problems of tourism development in Ukraine were outlined. Their solution requires the interaction of the public and private sectors. The practical significance of the research results. The article describes the current state and prospects for the development of the tourism market of Ukraine. The characteristics of military-historical, health and sanatorium-resort, ecotourism, cultural-cognitive, gastronomic and business tourism are provided. Their popularity in the tourism market of Ukraine is expected to grow at the current and post-war stage of tourism development, based on the preferences of domestic and foreign tourists. Recommendations are proposed for the effective development and promotion of tourism products in the tourism market of Ukraine. Methodology of research. To achieve the goal, tasks related to the theoretical formulation of logical generalizations regarding the options for resolving the financial contradiction, as well as the analysis of resources and the state of liquidity, risk and stability of the banking system of Ukraine are sequentially solved. The research methods used include general scientific and special approaches, the main ones of which are: dialectics, analysis and synthesis, induction and deduction, logic, generalization, coefficient analysis, correlation and regression analysis. Findings. Theoretical analysis of the provisions set out in the article allowed us to formulate the principles for resolving the financial contradiction, which are that, firstly, the liquidity of bank assets must be ensured at a sufficient regulatory level. Effective bank management is considered to be that which operates at the limit of the liquidity norm, without creating obstacles to profit; secondly, profitability must correspond to the planned indicators that are achieved with minimal risk; thirdly, the use of borrowed funds must ensure an increase in the profitability of bank capital. This will allow maintaining the principles of supporting the bank's financial stability. Practical value. The proposed correlation-regression model allows us to predict bank profits based on the substitution of probable values of the regulatory capital adequacy level, the Tier 1 capital adequacy ratio, the core capital adequacy ratio, the maximum credit risk ratio per counterparty, currency risk, the liquidity coverage ratio for all currencies, the liquidity coverage ratio in foreign currency, and the net stable funding ratio. Methodology of research. The goal set in the article was achieved using such research methods as analysis and synthesis, comparison, summarization and grouping, scientific abstraction, and economic and mathematical forecasting. Findings. An analysis of scientific opinion was conducted, and the conclusion was made that the obvious advantages of payment cards for all entities of monetary circulation led to the active development of the market for these payment instruments in most countries, including Ukraine. The dynamics of the number of issued and active payment cards for 2023 - 1st quarter of 2025, transactions using cards in Ukraine and abroad during this period were studied, and the main directions in which payments using this payment instrument are developing today were identified. An analysis of the volume of payment card transactions showed a 43% increase in the first quarter of 2025 compared to the first quarter of 2023, which was facilitated by the increase in financial literacy of the population, which realized the advantages of card payments and the further development of digitalization of the banking sector of Ukraine. It is noted that the main trend in the development of the payment card market in Ukraine over the period under review is the constant growth of non-cash card payments. It is explained that a significant number of Ukrainians continue to be forced to stay outside the country and therefore the volume of payment card transactions outside Ukraine is increasing. It was determined that payments with contactless and tokenized payment cards are growing particularly rapidly due to the development of digital technologies in banking. The main directions in which payments using this payment instrument are developing today have been identified. It has been concluded that with the development of digitalization of banking technologies, the volume of non-cash payments using payment cards is increasing, with the number of contactless and tokenized cards gradually increasing. Practical value. The author aims to fill the gap in applied studies by adapting management principles to the current Ukrainian context of school governance. Methodology of research. The study is based on a dual methodological approach combining a theoretical review of current literature on strategic planning and management in education with an empirical survey of 56 staff members from three schools in Odesa. The respondents represented various structural roles – administration, teaching, and support staff. The survey assessed perceptions of existing strategies, levels of involvement in their development, access to managerial instruments, and collaboration with external stakeholders. Findings. The results demonstrate a generally positive assessment of the institutions' current strategic plans, indicating a high degree of internal loyalty and readiness for long-term change. At the same time, the research highlights a lack of consistent stakeholder participation, particularly in planning and evaluation processes. Institutional autonomy is recognized as a valuable asset, yet challenges such as chronic underfunding, regulatory inconsistency, and staff burnout hinder full implementation of strategic goals. Respondents favored structured tools such as SWOT and PEST analyses, as well as phased annual planning with measurable checkpoints, which reflect a growing culture of managerial literacy among educational leaders. Practical value. The study provides actionable recommendations for improving the effectiveness of strategic governance in GSEI. These include strengthening inclusive decision-making, adopting SMART goals and KPI-based evaluation systems, and institutionalizing internal audits to ensure monitoring and flexibility. The study examines the role of ITA in the process of military and post-war recovery in Ukraine in the context of a deep economic and social crisis caused by full-scale Russian invasion. Research methodology. The study is based on the analysis of statistical data from leading analytical agencies (Statista, IDC, Counterpoint Research) covering the period from 2007 to 2024, including global smartphone shipment volumes, market shares of manufacturers, and demand structure by price segments. Methods of comparative analysis were used to evaluate company marketing strategies, while trend analysis was applied to identify market dynamics and key technological trends. Additionally, qualitative analysis was conducted to assess the influence of regional specifics and digital ecosystems on competitiveness. Results. In 2024, the global smartphone market reached 1.39 billion units shipped, with smartphone penetration rising to 69% of the world’s population. Leading companies (Apple – 27.95%, Samsung – 21.2%, Xiaomi – 12.4%, OPPO – 8.3%, Vivo – 7.7%) controlled 77.64% of the market. The share of the budget segment decreased from 52% in 2019 to 32% in 2023, while the mid-range segment (USD 120–400) exceeded 50%. Apple strengthened its position through premium branding, Samsung through a wide product range, and Xiaomi, OPPO, and Vivo through aggressive pricing and localization strategies. The integration of AI, AR/VR, and biometric technologies is becoming a key factor in competitiveness. Practical significance of the research results. Within the framework of the set goal, the following tasks were identified: to assess the current state of development of defense production in Canada and the newest vector of its development, to establish the goals of providing Canadian assistance to Ukraine, to determine the main areas of support for Canada in the conditions of the Russian-Ukrainian war, to reveal the prospects for further cooperation between Canada and Ukraine in the military sphere. Methodology of research. The main research methods used when writing the article involve the use of general scientific methods based on systemic and interdisciplinary approaches. In the process of research, such general methods of scientific knowledge as scientific abstraction, analysis and synthesis, generalization, forecasting, specification and comparison were also used. Findings. As a result, it was found that Canada's support for Ukraine in 2014-2025. was carried out in the following areas: military aid, political support, humanitarian aid, financial support, sanctions pressure, support for Ukrainian refugees. The main attention was focused on military support and analysis of the main types of weapons and equipment that Canada has supplied to Ukraine recently. A new vector of development of the Canadian defense industry in the context of the trade war with the United States was revealed, which involves cooperation with European defense companies in the production of modern weapons. Possible areas of cooperation between Ukraine and Canada in the production of equipment according to the Danish version were analyzed, in particular for the joint production of drones. Yet persistent technological import dependence, asymmetric technology–transfer flows, shrinking research personnel, fragmented commercialisation channels, heightened donor reliance and weak feedback loops between programmes and firms limit the transformative economic payoff. The paper therefore formulates core design principles for a future, outcome linked measurement architecture: coherence across levels (project-organisation-sector-economy), transparent mapping of funding streams to knowledge outputs, patents and marketable technologies, explicit modelling of time lags, incorporation of resilience metrics capturing infrastructure losses, researcher mobility and diversification of funding, and separation of short–term stabilisation effects from long–term productivity and export gains. Practical value. These conclusions provide a policy–relevant basis for recalibrating STI instruments, prioritising niches with scalable returns within Horizon Europe and allied schemes, and configuring a robust monitoring system for war and recovery phases. The purpose of the study is to determine how the integration of blockchain into the practice of crisis management can increase the stability, competitiveness and attractiveness of enterprises in the agricultural sector. Methodologically, research is based on a theoretical and analytical approach, including a review of the latest design initiatives in Ukraine and at the international level, analysis of digital platforms and projects and synthesis of the best practices of digital risk management and supply chain tracking. The results show that blockchain not only provides transparency, decentralization and safe management, but also facilitates more effective risk identification, accelerates decisionmaking, reduces transaction costs and strengthens the confidence of stakeholders, which is especially important for global markets. Particular emphasis is placed on the Ukrainian context, where experimental projects with decentralized technologies show their ability to optimize logistics, maintain food safety and create innovative financial instruments through asset tokenization. The practical importance of the study is that the proposed conclusions can be applied by agribusiness enterprises to improve crisis response strategies, investors to evaluate agricultural companies and policy developers to develop effective regulatory and institutional framework that contribute to digital transformation in agribusiness. In general, the study emphasizes that blockchain should be considered not only as technological innovations, but as a strategic component of crisis management, which promotes long-term growth, stability and sustainable development in the digital economy. It aims to identify effective mechanisms for adapting distribution systems to the challenges of wartime logistics, fragmented consumer demand, and infrastructural constraints. Special attention is given to integrating security-oriented management principles and international best practices into the Ukrainian context, with a focus on enhancing the competitiveness and sustainability of domestic winemakers. The authors analyze current challenges faced by domestic wine producers, including fragmented sales channels, unstable consumer demand, and limited infrastructure resources in various regions. The core of the study is the search for an effective distribution model that integrates international experience with Ukrainian realities, taking into account legal, economic, and psychological aspects of consumer and distributor behavior. The research methodology is based on systems analysis, comparative modeling, and SWOT diagnostics of key elements in the distribution chain. Elements of Spiral Dynamics are applied to assess the motivational profiles of market participants, revealing deep decision-making drivers in logistics and marketing. The study also employs expert surveys, content analysis of regulatory documents, and statistical data processing. The results demonstrate that adapting flexible, multichannel distribution models with consideration of local specifics enhances sales efficiency, reduces transactional costs, and strengthens the competitive position of Ukrainian winemakers. Specific recommendations are proposed for integrating digital platforms, developing partnership networks, and implementing motivational mechanisms for distributors. The practical significance of the findings lies in their applicability for strategic planning in the agricultural sector, development of educational programs for logistics and marketing professionals, and formulation of state policies to support small and mediumsized wine producers.
